Environmental Due Diligence

PWGC performs more than 100 Phase I and Phase II Environmental Site Assessments a year, on properties ranging from single commercial parcels to regionally significant redevelopments.

How PWGC assesses a property

Every property carries a different history, so every assessment is scoped differently. Three things shape how our team approaches the work.

We start in the record.

PWGC uses environmental database searches to establish prior use, then conducts Freedom of Information Act file reviews at local regulatory and enforcement agencies to interpret what those databases actually mean. Extracting historic site information from government sources is where our experience shortens the fact finding.

We investigate below grade.

Former tanks, garages, fueling islands and historic fill do not appear on a walkthrough. Our staff runs geophysical surveys, installs monitoring wells and soil borings, and performs soil gas investigation to find them.

We quantify the remedy.

PWGC’s environmental engineers and scientists select and design remedial alternatives for a living and we draw on that work to develop cost to cure estimates that reflect what a cleanup actually takes.

Proven at every scale

01

Arverne URA Oceanfront, Queens

PWGC coordinated with NYC Housing Preservation and Development and the Department of Environmental Protection to phase investigation across a dozen sites, clearing areas for construction as findings came in.

02

Suffolk County Landbank Corporation

PWGC evaluates recognized environmental conditions on vacant, abandoned and active parcels across the county as an approved landbank consultant.

03

Carnegie Hill, Manhattan

PWGC conducted a three phase expert evaluation, reviewing prior contractor findings and cross matching heating oil samples to identify the true source of a release.

How the work runs

Phase I

PWGC conducts database and FOIA record searches, historic use review and site reconnaissance to identify recognized environmental conditions.

Phase II

We scope sampling and subsurface investigation against the specific conditions and areas of concern.

Phase III

Our engineers select and design remedial alternatives, then develop cost estimates from that work.

Through Construction

PWGC coordinates regulatory sign offs, prepares soil management plans, stays on the project through remedial design and construction oversight.

Phase I Environmental Site Assessments to ASTM 1527-13 and EPA All Appropriate Inquiry. Phase II Environmental Site Assessments to ASTM E1903-11. Phase III cleanup plans and cost to cure estimates. Property Condition Reports to ASTM standard practice, including site reconnaissance, records review and code compliance review. Asbestos and lead based paint surveys. Geophysical surveys. Monitoring well and soil boring installation. Soil, air, groundwater, surface water and waste sampling. Soil gas investigations. Underground storage tank leak detection and removal. Laboratory analysis of environmental and sediment samples. Compliance audits and regulatory liaison. Feasibility studies for site remediation. Groundwater modeling using Dyneflow, Modflow and MP3D. Remedial design and construction including pump and treat, air sparging and soil vapor extraction. Soil management plans. Health and safety management. Construction administration and oversight. Expert testimony and litigation support. Site planning, design and surveying services.

Questions we get asked

A Phase I is a records and reconnaissance review that identifies whether a property has recognized environmental conditions. A Phase II answers those questions with sampling. PWGC builds each Phase II scope around the specific conditions and areas of concern the Phase I identified, then interprets the resulting data against the regulatory and zoning setting and the property’s proposed future use. Our team performs more than 100 of these assessments a year, which is what keeps the fact finding efficient without cutting the scope short.
