How PWGC approaches a brownfield site

Every brownfield site is unique, and the plan depends on client objectives, site conditions and the regulatory environment. Three things shape how our team works.

We define what is in the ground.

Past operations leave a signature, whether chlorinated solvents from a dry cleaner, petroleum from a fueling operation or metals from manufacturing. PWGC establishes the nature and extent of that impact through remedial investigation before any remedy is proposed.

We position the site in the right program.

PWGC has hands on experience with the NYSDEC Brownfield Cleanup Program, the NYC Voluntary Cleanup Program and the State Environmental Restoration Program and prepares the application that gets a site enrolled in the one that fits.

We advise on entry status.

Volunteer or participant status is decided at application and determines both the scope of work required and the State costs.

Proven at every scale

01

Garvies Point, Glen Cove

PWGC handled environmental assessment, remediation and regulatory reporting on parcels carrying superfund history, now 1,110 homes and 75,000 sq ft of retail.

$1 billion redevelopment

02

3140 Coney Island Avenue, Brooklyn

PWGC addressed 50 years of dry cleaner solvent impact to soil, groundwater and soil vapor, clearing the site for a six story medical office building.

600 tons of hazardous soil removed

03

NYS Brownfield Cleanup Program, Bronx

PWGC took a former gasoline filling station through the program for a seven story mixed use building with affordable housing set asides.

$20.7 million redevelopment

How the work runs

Assess

PWGC performs Phase I and Phase II site assessments to establish what is present and what it will take to address.

Enroll

We prepare the Cleanup Program application, advise on volunteer or participant status, and identify grant and tax credit eligibility.

Remediate

PWGC prepares the Remedial Investigation Work Plan, interim remedial measures, remedial action work plan and alternatives analysis, then oversees the cleanup.

Close Out

We prepare the Final Engineering Report and Site Management Plan and carry the site to its Certificate of Completion.

Questions we get asked

A brownfield is any property where redevelopment is complicated by real or suspected contamination, and most sites with a manufacturing, automotive, fueling or dry cleaning past qualify PWGC has taken parcels from under a tenth of an acre to 56 acres through investigation and cleanup, including sites carrying Federal and State superfund history. Our approach to each one starts with extensive discourse with the client, because the remedial plan has to meet the objectives for the property, not just the regulatory minimum.

Every brownfield has a path forward.
