How PWGC handles environmental review

SEQRA (New York State Environmental Quality Review Act) is a sequence and most of the risk in it sits at the front. Three things shape how our planners work.

We identify constraints in early planning.

PWGC assesses environmental and land use sensitivities before a design commits to them, which is when a wetland, a floodplain, a coastal management zone or a historic resource is still affordable to design around.

We prepare the record the determination rests on.

Environmental assessment forms, scoping documents, environmental impact statements, determinations of significance and findings statements. PWGC also prepares the Type II opinion letters that establish when an action is exempt from further review.

We work alongside the technical specialists.

PWGC coordinates with the engineers, hydrogeologists and scientists producing the underlying analyses so the plan complies with environmental and land use regulation while staying consistent with community goals.

How the work runs

Classify

PWGC determines the action type and prepares Type II opinion letters where an action is exempt from further review.

Coordinate

We establish lead agency, circulate the required notices and manage coordinated review among involved agencies.

Assess

PWGC prepares environmental assessment forms, scoping documents and environmental impact statements, with supporting land use and zoning analysis.

Determine

We prepare determinations of significance, findings statements, notices and assistance with resolutions, and present at hearings.

Administration of the SEQRA process. Type II opinion letters. Coordinated review. Environmental assessment forms. Scoping documents. Environmental impact statements. Determinations of significance. Findings statements. Notices and assistance with resolutions. Land use and zoning assessments. Permitting and compliance for federally and state regulated wetlands and adjacent areas, floodplain development, coastal management zones and other designated critical environmental areas. Historic resources and Section 14.09 compliance. Expert testimony and public presentations.

Questions we get asked

SEQRA applies when a New York state or local agency has a discretionary approval to make, so most projects that need a zoning change, a special permit, a site plan approval or public funding trigger a review. The first step is classifying the action, because a Type II action is exempt and needs no further review. PWGC prepares the Type II opinion letters that establish that exemption, and handles the full process where one is required. Clarifying this early is usually the difference between a predictable approval schedule and a surprise.
